I had this issue as well when cloning a HDD to SSD, what I did to fix it was to create a bootable USB recovery drive (Microsoft have guides for how to do this), connect the SSD in the PC without the HDD and start up. Boot to the USB recovery drive and click the option to repair boot on the SSD.You will need to use your Windows installation DVD or Recovery USB or some third party utility to restore the bootloader.
